Well, many people have different views on bugs vs. animals vs. humans. Most people wouldn't hesitate to squash a bug. Maybe to him, animals like dogs are like bugs. Just some insignificant thing that he can do whatever the hell he wants with.
But, dogs are more closely related to humans than bugs. Bugs seem to exist to help out with the balance with nature. For many centuries, dogs have been mans best friend. They too are capable of feeling.
So he seems to lack the ability to become emotionally attached to animals.
