It means that dumdum is a cleric in his 30's but doesn't want you to know if its low/mid/high 30's. Essentially he is level 30-something.

Also, you will want to know that currently DON'T work. The stun/bleed status effects that are supposed to be a part of those attacks don't currently work. For that reason alone DO NOT buy those...
