I've always thought General Discussion was more geared towards talking about the game itself, not so much about character development or fighting tactics (such as kiting or keeping the aggro). I can't provide a clear example from the GD at the moment, but I can give you the example that inspired me to do this.

I wanted to make a post about skill empowerments, SP consumption in particular. I was going to post it into the general discussion section, but it wasn't relevant, and I was also about to post it into the archer section, but I felt it was a topic all classes could benefit from. The post was about whether or not investing points into SP consumption was a good idea, or whether it was necessary.

I think it'd be a good place to discuss things such as "skill empowerments, money making strategies and other things concerned specifically with strategy" where they wouldn't fit in anywhere else. It'd also clean up clutter in the GD's, or make some strategies more widely available. For example, the KQ guides address certain strategies, but don't go into so much depth about them. Some people are curious why they have to rush, or what pulling is. Stuff like that doesn't fit into the guide section, because who's going to make a guide specifically for pulling or rushing? People could also discuss where they train at certain levels.

Sorry for the somewhat poor explanation, I just found a little hard to express the idea properly .__.

Edit: Hmm, I forgot to add that people could also discuss where they train at certain levels. I don't think there are appropriate guides for that at the moment, and it doesn't seem to fit in any other section.
