From Fiesta Cash Shop....

you get a stack of 10 for about 3,650 spark cash

You can also get them from the level 30 quest by levelling your char to 30, but you can only use it on that character and not others.

I think the lvl30 Achievement Quest gives 10 scrolls too.

They might have fixed this but if you so choose you can buy them from the cashshop and sell them. I don't know if they fixed that though.
