I really need one.

Is there any other way of getting one without using the CS or the level 30 quest? I remember finding people selling them in their mushy houses. Now I regret not buying them. >.>;

Not unless you're less than level 30.

And you can't transfer them between each character?

Not sure. But my guess is that you can.

I am pretty sure the restat scrolls can't be transfered.

Back then when ppl were selling reset skill scrolls, they were SKILL reset skills, but it was a bug that allowed them to be sold in a shop...

they've fixed that now... so nothing is transferable....
