I think there is... I saw it from a monster database, it is among the level 90s monster, such as the Kidmon and the Cursed Knights. But at this time... I asked Seva, he said he had none and never saw those words on his head... What are ya doin Angel o_O

Those monsters are in the Flaming Mine.

Such licenses exist.

Unfortunately, Seva would have no clue about them seeing as how he wasn't around when Burning Rock was accidentally released.
