Do Shields Have Block %'s?

Does anyone know if shields have Block %'s on them already? Or is it just END and the Shield Skill that add to the Block %?

level 1 shields have 1%
level 8 shields have 2%
level 20, 30, 40, 50 shields have 3%
level 60+ dont know
