That's what is says when you already have the quest. The egg above his head is half cracked, meaning you already have a quest from him. You sure its not that one?

it's half cracked from 2 other quest incompleted

That's weird. Maybe its a new glitch. That message you got from that NPC is the message you get when you already have that quest and you talk to him again without having it competed. I have no idea. When I did that quest it worked.

In here it talks about the Gold Hill 3 fix. Don't know if they are talking about the same problem you are having or not.

Prolly just another bugged quest.
