They start dropping from mid Level 80 mobs on. I got mine from Jewel Trees, but got them from multiple different mobs. If you have Sparkcash, get Hunter's War Rant to help, otherwise I would look at shops in Uruga. I see people selling them frequently.

i got the lame stat shield at 70 mobs at Aew

i got my first lvl 90 sheild from a 78 mob in forest of slumber. all you need to do is form a grinding pt and start grinding. to bad shields and helms cant be farmed from dungeon cheif mobs:cries:

Starting with Cores/Moles and higher in BR I got a lot of 90 shields. Cores and Kart Miners dropped the most Pali shields, can't recall who dropped the most Fighter ones.
