it sais im level 20 but i cant use any level 20 stuff
 

im a level 20 archer and for some reason i cant use anything that level 20 people can use it sais that i have to be a hawk archer i checked online and it said i had to go to the scout master person in elderon to get a quest for it but there was no quest for getting hawk archer. then i remembered that i never went to the level 20 licence person in the forest of mist but he didnt have anything for me either. im extremely close to level 21 now and id like to be able to use the newer weapons and armor. what am i missing?

You have to be a hawkarcher, yes. Go to guard captian Shutian in elderine. Talk to him and take road to promotion quest, then do what he says from there.

Don't worry about your lvl, you can be lvl 105 and didn't had passed the shadow quest (but you'll have to wear your nooby gears and weapons till you pass the quest). It starts in elderine (Captain Shutain), talk to him and then go to the guy in FoM (Forest of Mist) then u'll enter the shadow dungeon thingy.
[TIP: Be fully restoned, scrolled up with vit+def, have a buff before starting]
Another tip is to kill the pirates while it's dark and then they won't apear when ur shadow pops up. Another good thing is to pull your shadow to the corridor so you'll just have to fight it.
And the last hint, is to do it in "Naked mode".
