HG weps Wizard and Warlock?

I have heard 2 different things about using HG wand or staffs for wizard and warlock. The first is that u can use a HG wand if u are a wizard because it is under lvl100 and still be able to use all your lvl100 wiz skills. Then also I have heard that u can use a HG wand if you are a wizard but cant use your lvl100 wiz skills because u have to use a staff for those. So, which is it?
