The blues armor for lvl 75, Arctic and Intellect. Which one is better? What is their differences?

Intellect looks like lvl 80 armour, while Arctic looks like lvl 70 armour..

The main difference is Arctic enhance Ice Blast skill, while Intellect enhance Mind Drain skill...

Intellect if you like to pvp.

Intellect, hands down.

If Drain Mind's [02] duration is fully empowered, you can get around 17 seconds total with the Intellect set.
