What does the quest complete dots in a circle mean?

When u complete a quest u get dots around a circle w/ a pic of the npc. What's that about?

Visual indicator of your experience and how much more you need to level.

Complete circle = level up

He's not talking about the experience bar.

I think he meants the circle that pops out when you complete a quest.
Its just a notification, incase you do not know which quest. By clicking the click it open your quest list and highlights the quest you just completed.
Also letting you know the rewarding npc.
