[New Section] Guild Barracks

It'd be nice to have a section in the forums for organising or discussing guild wars. The group membership is working out pretty well so far, so I decided to suggest this ahead of things. It could be a sub section of the Guild Hall, where guilds can discuss and/or schedule their guild wars.
