Empowerment and Cooldown?

Okay, so this might sound like a n00b question, but I'm on lvl nine and I still don't know this >.<

Where can you access the place where you place points into empowerment and cooldown for skills?

Press K to get your skill box up, and at the bottom right you should see a Skill Empowerment button. Click that, and another box pops up. Click and drop the skill you want to empower into the square box, and click the up and down arrows to put in different empowerments.

You can roll your mouse over the skill in the box to check what adding a skill points does to the skill, so you can play around with skill points before pressing Confirm. Once you pressed confirm, the skill points are used and you can't go back.

Yep you answered empowerment. Now for cooldown.

Cooldown, how long you have to wait to be able to use a certain skill again. (Eg. Slice and Dice: 5 second Cooldown. Have to wait 5 seconds before being able to use it again.)

And sorry, one more question. Forgot about this in my first post T_T

If you have, for example, Heal [1], when you get Heal [2], do you lose all those empowerment and cooldown points you put into Heal [2]?

No you should not. If not then what's the use of empowering it earlier on?
