...?

Well anyway..

*Get a base image.

*Get an image-editor. (Try Paint.Net)

*Read Tutorials and Guides.

*Play around with changing things.

If that's what you're asking.

Questions and Inquiries is for Fiesta related questions only.

To make a siggy you at least need some creativity and some skill in graphics program. The most common program is Photoshop, however its quite complex and expensive so think about buying Photoshop Elements first. A free alternative would be GIMP, which doesn't fully have all the things Photoshop has to offer, but is a nice thing to work with and you can make some very nice signatures with it.

If you have none of the above, you can always request a signature in one of the few Signature Shops here in FF, I have one as well and the link is in my signature.

-adds on to what Leesa said-
After you have your program set and open,
Find an image, You'll probably want a few ideas of what you want to make for the Signature. You could always do something simple;
For example; Just taking the signature, adding text and a border.

Or something more complex like..;
Making your own background, Try Photomanipulating then turn it into a siggy, Try different styles, and such.

To make the siggy look a bit better, Try downloading Brushes from various sites, Or DeviantART. :B I suggest dA because you can trust those sites and it usually has what you want.

I'm sure if you look around google or even go too DeviantART, You'll find loads of signature tutorials. :3

I also want to say that skills such as these aren't aquired by simply copying exactly what a tutorial says. You can ideas from them and learn some short cuts, but in the end, you really learn everything from experience.
