My friend blocked me earlier because i was spaming him(:devil:) and he wants to know if its possible to unblock

Not without deleting the block list itself.

Unless someone has developed a program to modify it.

Without breaking ToS your options are:

re-install the game

log on to a totally different account(different spark ID)
