It has changed so many times, could someone tell me what i do to report someone ? I have the screenshots and the time taken.

Log into outspark website..

you should see "help" on top right corner

this will take u to their new help desk

click on "Contact CSR" at the top.. and everything after that should be straight forward

there's a place for u to attach screenshot at the bottom

I can log into fiesta. BUT Using the EXACT same details It wont let me log into outspark.com because i have 'Incorrect credentials' ...

Outspark requires your e-mail address, where Fiesta you can use either your e-mail or your user name. Are you using your e-mail address?

Yes. My e-mail. I'm using that.
