What are the 3 little sections below the "roulette" table when enhancing for??

They are cash shop items. They'll most likely be some of the first things in Shop.

Red = Less likely to break.
Blue = Less change of donwgrading.
Gold = Slightly higher success rate.

They're avaliable in Fiesta Korea and Bright Kingdom, and I think Shine, too. I'll find pics and translations if you want direct confirmations.

And thus this is relevent to my intrests.
