Are these a drop? I dont know where to find them for $$ or fame.

T4 learning scrolls haven't been implemented in the game yet.

Ahh, but I saw a T4 vit learning scroll on vend like 2 months ago.

When I said I saw one being vended in shops earlier, I didn't mean recently. Haven't even have the game installed for a while.
