how do i make it?

i have the skill , but they said Production skill has not been obtained yet.

did you actually learn any scroll? or just learn scroll production...

You have to buy scroll recipes.

Go to your skills list, go to alchemy, go to production skills, click on the scroll production icon, click on it, drag it to one of the empty boxes at the top, confirm it. Then go to the skill merchant, buy the skill(s), and TADA, you can make scrolls now, if you have the right items. You can get them in loot from fighting. You can't buy some til you bring up your level.
