When I go fight mob that has a green name to me, I can still get green drops from it, right?

Or have I just been neglecting to get greens based off of my stupidity?

Because the only mobs that are yellow to me don't drop greens other than the Lv 85 weps...

Nothing is orange =/

I'm sure you can but the further you are from the mob's level (higher or lower)... less chance for any drops in general.

Green = 25% reduced chance of getting drops.
Gray = 75% reduced chance of getting drops.

Something along those lines...

Yes, you can still get green weps from green mobs, tried it personally.

Its happened too me, but only once~ I was acually surprised myself O.O But yeah, it's possible.
