You can get Visa gift cards at any bank, but I think you have to have an account at the bank. Wal-Mart has the Wal-Mart Visa gift cards that you can just buy and take to the register to put money on them, but it cost more money to recharge those compared to the normal vis gift cards you can get from the bank. Wal-Mart ones are rechargeable though, so I guess that's a huge plus.

I still prefer the bank ones because the Wal Mart ones can go into the freaking negatives if you don't actively use it (they take like a dollar off every month if you don't use it that month). Right now I'm at -10$ or something like that.

1. Anyone who made an account prior to 14th July will get to keep their account, no matter where they are.

Anyone in German Austria and Switzerland who makes an account after that date will be banned.

They won't be banned if they make an account, they're banned from making the account in the first place :3
