Empowering skills

I think I already know the answer, but I want to make sure and cannot find the info anywhere. If I empower a skill at level 01, and then upgraded to level 02, the skill at level 02 is empowered the same as I did in 01, yes?

Correct. Empowerments apply to all levels of the skill.
