That Open beta hasn't even been open a day and we already have a bunch of capped players?

Also i can't remember so if anyone could help me that'd be nice..

What quests give out the cloud and level 15 ether skill?

Who gives them, what lvl etc..

Those capped players are GMs i believe.
Have you done the Stone and lumber quest.
If you did.
Continue on.
Its a continuous quest.
Keep doing the quest until you get the cloud.
Lvl 15 ethyr skills is the quest you get from Ziola.
I belive you get that quest at lvl 13....
