Does it increase with number of posts or with the amount of positive rep you have?

That's very little that you gain, many people have repping powers which I think exceed those mentioned there. So my repping power remains 1 point unless I post 750 times/gain 100 rep/wait 150 days?

There was some rep abuse before. That rep wasn't wiped.

Not that I care about my rep, I just need a good rep. comment with it, but I agree with Vasu. It's pretty unfair in my opinion.
