Dispel purge changed? and silence?

I read the description for dispel purge in game and it says it removes only one randomly instead of all, and can anyone tell me if silence works 100%

Dispel Pillar and Dispel Field remove all debuffs, but are guardian only.
Silence works 100% I think.

nuuuu i mean for holyknights, dispel purge is supposed to remove all buffs from a target. As in scrolls and cleric buffs, why was that changed?
