T2 vitality

I was wondering where do you get the T2 vitality production skill? i've chacked EVERY skill master(roumen,elderine,uruga) yet have not found it. ty in advance.:D

It's supposed to drop from specific mobs. Kebing Speeder is one of them, I think. Not too sure though. But even so, the chances of it actually dropping is very low.

Wow the drop rate must be really low with my rotten luck I probably will never get one of them. they say that only 3 people on teva actually have it. now that's rare.
