From forum sources, it will be a new hero class, and you must have a L60 character on the account to unlock the 6th slot for it. This character is supposed to also start at L60. It is an elf fighter with magic damage and healing capabilities. Could be fun.......

Sounds like WoW inspired the approach on you having to have a level 60 character in order to get it.

So once your level 60 and lock it you start this character at level 60?

I apparently guess, that is what it means.
