Alchemy Tier 2 skills

For some reason the tier 2 shield scroll doesn't show up for me to select and buy, same for another scroll forgot which one, but is this normal? Tried to buy on different toons, but nothing.

Yeah, a lot of them are unbuyable at the moment. T2 shield and T2 vit off the top of my head.
