Elrue Quest Problem

lvl 19 fighter doing basic elrue T1 quest. everytime I purchase the elrue T1 from skill master and attempt to learn i recieve notice " Selected production skill can't be learned ". Elrue T1 doesnt require anything so I have no idea why I can't learn it .. please help pronto.

You must choose to learn the skill of stone making. After you have chosen it successfully, you will be allowed to use the learning scroll.
