Store will be open on the 17th. Which means we will only have a limited amount of champions and will have to buy the rest. And runes will now be available.

Yep.

They give you 12 to start off with.

Can't remember which 12. There was a list somewhere. It's a mix of mages, DPS, tanks, etc.

I think they said the free ones will rotate out periodically.
