In BK, you can buy them from NPCs. I think theyre like 500s. But English players arent allowed on BK D: they get banned.

Unfortunately, I doubt they'll ever offer one in the NPC store like they did in BK... because this is Outspark and releasing the dragon into the NPC shop would be like throwing away money

Well BK is out of beta, Fiesta is still in Beta. We may get them later on, and prolly will. We shouldn't dwell on what we don't have, or else the wait will be even worse.
