If you and Blah are on the same IP address it will. I tried to vote 10 times on my primary PC and 10 times on the back-up but it wouldn't let me cuz they use the same IP address.

The highest they let you mske it go up is 0.03% now fiesta is at 3.89% but hellgate london has over 7000 votes
