I would think some GM's spawned them in there. They have a twisted sense of humor after all. But who can blame them, if I were in their shoes I'd find it funny that all these players are drawn to a treasure chest like a hungry pack of wolves.

Heck, I'd probably spawn hundreds in that area just to torture the players. :p

come back to the area after a few days and u might find another 3 there.. XD

hopefully they'll start getting carried away and spawn them on the accessible area "by accident"

or when they plan to spawn 100 aggro mob surround 1 chest,
they dc after spawning the chest
or internet connection get cut cuz they didnt pay the bill
that works too
