they're made so that if it's jerked really quick it won't move so if you're in an accident it holds you in place.
the hole is the thing you click the seatbelt into. it gets long when you pull it... you know when you're pulling it out to put it on... i don't really know how to further explain that...

have you seen those new seatbelts that have airbags in em?? Supposedly they increase the surface area of the seatbelt to reduce the risk of broken ribs, its pretty amazing to see them deploy
