Janna skins haven't been awarded yet. I actually think the Platinum profile border looks better than Diamond, also... But the in-game loading banner for Diamond is way nicer.

The lowest you can buy is $5 worth which is 650rp lool. AND WHY HAVE QUALMS BUYING RP WHEN YOU SPEND 60 ON A GAME YOU DONT PLAY AS MUCH.
