That's true and false at the same time. The people around the early 1500s got compacted to around 1280. People around the later Elos break 1600. In solo ranked, unless someone's bringing in a much higher/lower friend, you won't be matched against Elos with much variance. Thus the odds of matching with/against someone who was 1700 before isn't very good because that additional seeded Elo in comparison to mine means we won't be matched together.

That's not true at all. If you look at how the pros build their Sona, their Sona's build like... boots, philo stone, and then just get wards the rest of the game. (Mainly because pro supports don't CS. And I CS). So it's not really a matter of items.

Pre-change Soraka, Janna, Sona--all these supports are useful w/o a single item.
