Edit: People don't understand what I mean. 2-3 months ago, riot implemented a change where you need to physically SEE the enemy jungler to REVEAL his CS.
Let's say he killed double golems without your vision. BEFORE the talon patch you would be able to see 2 CS if you CV'd him right after he finished the camp. Now, even if you CV him, if you didn't actually SEE him get the last hit on the jungle creeps, the CS will not appear on the scoreboard and instead show as "0".

There's no way that jungle Udyr or w/e actually had 0 cs.
