I think it's every 200 posts = another star highlighted, but at 1000 posts the stars are replaced by the premium user tag.

I'm not sure though....but I know it's nothing to do with rep.

and you can only rep a person once before you have to rep 10 other people.

Let's say Hessah repped me. She would have to rep 10 other people before she could rep me again.

Stars? The one I assume represent post count?

Nvm, I was completely wrong about the stars since Esen has 50 posts and has 2 stars...O.o
