It means that server instability (instability faulted to Riot's servers themselves, not by fault of the user) judged inimical to enjoyment of the game was detected and so, leaves/losses incurred during session are waived/considered null and void.

The forums say it's been going on for two days now. A mini-patch the day after the last patch hot-fixed a serious issue where entire teams randomly froze/dced.
