It dosent matter where your from...I think...as long as you can speak/understand Japanese.

I called it the "other version" because they ran a beta for english players. Its sponsored by the Korean version. Basically the original makers.

Its the official version for english speaking countries outside of the U.S like Singapore, Portugal etc etc. It was originally hosted by GameNGame. I dont know which SEA company bought it though.
