I think the one tyou're thinking about is the one given by Julian...at 20-ish yeah.
Who the hell is Julia? Julia is a healer in Roumen. There was never a quest with Julia at lvl 40, let alone a bugged one.

Yeah! I just realized that... Even the quest fix list has mistakes -shrugs- >_>

If they mean the girl NPC beside Julian, then it's Silver Allon.
