Other than spam bots, the reasons Hess highlighted and I highlighted are the only 2 reasons so far, that this forum has had to result in banning. And both times they were temp-bans.
And no, not pointing out the spamming to you, but you might want to be careful :D. Plus, we always warn first.

What's IP?

IP address...your identity on the net...you know that type which goes 45.878.96.563 (random number of course)
IP = Internet Protocol. If a site bans your IP, you can't visit that site again. Not from the same internet connection that is.

In the Wiki, yes. On the main forums, no.

Most of the time I hand out temporary bans as the moderators do, as most of the time people spam with their IP addresses, or vandalize.

Isn't the Wiki members-editable only?
