I would have thought this meant that once you finish a KQ, you cannot join another one for 10 mins. Either that or only 10 mins for recruit time.

No the rebalance is for all the guild harrasment KSing complaints etc

My only guess is they will be lowering the Helga spawn time further or turning HT into an Instance Dungeon.
