There's a quest that will give you a Lv15 weapon. Also... the instance dungeon drops some 15 armour... so you could party up and collect your gear in there. Those give off a green glow. *0*

Where is this dungeon you speak of, or shoul I wait untill I level more >.<

Talk to the NPC near the dragonkins. Uhm... you probably should be 18~ to try... or with a good party.

Anyone can enter and take your drops too so... watch out for that.

it's not the blacksmith. it's the trader or something like that
