Oh yeah, it depends. I'm not sure what triggers it but people get it at different times. I got a 12 hour 2x item unfortunately.

Though I've heard that the item isn't all that great in a sense where you level too fast that you have a crap load of quests to catch up to. And your gears just couldn't keep up. So if you do get the item I'd say save it until your late 70s... even 80s.

I don't remember what it was called. It just appeared in my quest log one day... no book required. And apparently you only get it once. Someone knows exactly how to get it but they're saying that people will abuse it. Don't know how you can abuse something that only happens once but yeah.

Some get it in their 30s while I got it in my... 80s?
