Isn't that a reward for a quest or something? *can't remember where I read something about that, or I could be completely wrong.*

the drop rate has improved i alrdy found some good greens the best i found so far was a lvl 30 fighter chest with 20 str 15 end and 5 dex or something i sold it for 50s to a friend also found alot of good lvl 20 green wpns
