Hmm.. What's the difference between a "Power Point" and just regular "SP Consumption"?

Power gives the skill extra damage while SP consumption reduces the SP cost.

Uhh, how do you Empower the skills with Power / SP Cost?

open the skill window, make sure you are under active skills. at the bottom press skill empower.
drag the skill which you want to empower into the new window.
now you got 4 options, but not all will work for every skill (you cant rise a healings power for example - would be cool tho) : rising power, decreacing casting time, mana consum or increasing duration of the skills effect.

empowerment will be applied for every level of the skill. empowering healing1 will -for example - also lower healing2's SP cost
