When you should use a Staff: If you're partying at level 30+ in Collapsed Prison or Uruga. If you try to use a Wand, even with a power scroll, you will miss a lot and pretty much be useless.
When you should use a Wand: When fighting mobs your own level or lower. And by that I mean Yellow, Green, or Gray mobs.
But I prefer to just use a Staff either way because they look better except the Roumen Staff. Thats just ugly as hell. And the level 60 Staff isn't that great looking either.
